The TVI Take
Disney's 2016 anthropomorphic-mammal city sustains a sustained allegory about racial profiling, predator-prey biology repurposed as policy, and a Stop-and-Frisk-adjacent missing-mammals case. The animation does the heavy lifting on world-building, different mammal scales need different building scales, which costs an entire art department per district.
The film is unusually honest about the limits of allegory, with the climax requiring the protagonist to recognize when she's been the one carrying the bias she's investigating.
